How does Base64 encoding work?

The data bits are then broken down into buffers of 24 bytes (3 bytes each). The buffer of 3 bytes is broken into 4 blocks of 6 bits each. These 6 bits create a number that corresponds to the index of the Base64 character set (A-Z, A-Z, 0-9, +, and /). If the number of bytes is not three, padding is used. == for one byte and = for two bytes.
